本研究以海軍為核心，論述海軍在臺灣進行的沉船打撈工作，藉此了解臺灣沉船打撈事業的發展，且發掘海軍研究的另一面相。首先，敘述臺灣打撈業的背景與基礎，了解日治時期臺灣海運的發展與建設，以及二戰末期，沉船產生的原因。在戰後中華民國來臺接收，由於沉船阻塞了港口與航道，為了快速恢復港口機能，海軍、臺灣省行政長官公署皆頒布有關沉船打撈的法令，但因法令不一衍生爭議，促使行政院訂定「打撈沉船辦法」為法令的依據。在技術人才方面，海軍雖握有水下技術人才，但仍顯不足，必須網羅受過日本海軍機械訓練的臺灣人一同著手打撈業務，並且留用日本技術員替其培養技術人才，這樣的行為對於海軍使用接收的日籍器材有所幫助。而交通部成立公營打撈公司，則聘用具有海軍背景的人才籌備公司業務，顯示海軍掌握了打撈業的技術與器材。 接著進入本文的重心，實際論及海軍在左營軍港及澎湖海域的沉船打撈，海軍採取民商承包船隻的方式，召集民眾一同參與打撈，利用日人遺留的調查資料，明瞭沉沒船隻的確切位置，制定招標規定，企圖能在最短的時間內完成疏濬港口、清理航道，並變賣沉船物資籌措建港費用。但是，雖然海軍制定了打撈規範，仍有因應現實情況採取的彈性措...
